Carrollton Police Chief Addresses Viral Video of Arrest Incident

A statement released by Carrollton Police Chief Joel Richards on January 1, 2025, addressed a viral video depicting a physical encounter during an arrest at Adamson Square.

According to Chief Richards, officers responded to a fight in progress in the early morning hours of New Year’s Day, resulting in the arrest of three individuals. The video in question shows one of those arrests, during which an officer delivered a closed-fist strike to a suspect who was actively resisting and not yet handcuffed.

Chief Richards emphasized the importance of context, stating the bystander’s video does not capture the full scope of events. The department is reviewing multiple angles recorded on body-worn cameras, in line with standard procedure, to ensure compliance with departmental policies and legal standards established by the Supreme Court in Graham v. Connor.

Chief Richards assured the public that all use-of-force incidents are thoroughly evaluated for reasonableness and adherence to policy. He noted the arrested individual has the right to file a formal complaint with the department and that the case will ultimately be adjudicated in court.
