Former Jail Nurse Among Three Arrested in Clarke County Fentanyl Trafficking Probe

larke County Sheriff John Q. Williams announced the arrest of several suspects, including a former nurse at the Clarke County Jail, following a months-long multi-agency investigation into fentanyl distribution.

According to the Sheriff’s Office, the investigation involved the Clarke County Sheriff’s Office, the Athens-Clarke County Drug Task Force, the Oglethorpe County Sheriff’s Office, and the Athens-Clarke County Police Department. Search warrants executed on November 14, 2025 led to the first two arrests.

Investigators arrested 32-year-old Devonta Davis on charges that include trafficking methamphetamine, possession of a firearm by a convicted felon, three counts of selling fentanyl, and possession of cocaine. A second suspect, 44-year-old Jackie Bowman, was also taken into custody and charged with trafficking meth along with possessing cocaine and oxycodone with the intent to distribute.

As detectives continued to piece the case together, evidence pointed to the involvement of Davis’s wife, 38-year-old Jasmine T. Wheeler, a former nurse employed at the Clarke County Jail. Wheeler was arrested on November 20 and faces three counts of theft and multiple felony drug charges connected to the alleged sale, possession, and distribution of controlled substances. The Sheriff’s Office confirmed that Wheeler has been terminated from her position and that criminal proceedings are underway.

Across the investigation, authorities seized roughly 16 ounces of methamphetamine, along with cocaine, oxycodone, marijuana, tramadol, gabapentin, and other dangerous drugs. Deputies also recovered two handguns, packaging materials, distribution supplies, $9,541 in cash, and two vehicles.

Sheriff Williams stressed that the case shows the department’s commitment to accountability at every level.

“We hold our staff to the highest standards,” Williams said. “Any allegation of wrongdoing is taken seriously, and when evidence supports criminal charges, we act swiftly. The integrity of this office and the trust of our community are paramount.”

The investigation is still active, and no additional information is being released to protect the case.
