Former Fulton County Detention Officer Indicted on Federal Charges for Civil Rights Violation, Strangling Inmate

A former Fulton County Sheriff’s Office detention officer, Monique Clark, 32, has been indicted on federal charges for depriving a pretrial detainee of her civil rights under the color of law. The indictment, announced by Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division, U.S. Attorney Ryan Buchanan for the Northern District of Georgia, and Special Agent in Charge Keri Farley of the FBI Atlanta Field Office, alleges that Clark willfully used unreasonable force against a pretrial detainee, identified as C.B.

According to the indictment, Clark, without legal justification, strangled C.B. while C.B. was handcuffed, resulting in bodily injury. Clark faces one count of deprivation of rights under color of law, a charge that carries a maximum penalty of 10 years in prison. The sentence, however, will be determined by a federal judge based on the U.S. Sentencing Guidelines and other statutory factors.
