Escaped Federal Inmate Captured After High-Speed Chase in Crisp County

On February 28, 2025, the Crisp County Sheriff’s Office was alerted by the U.S. Marshals Service of an escaped federal inmate, identified as 36-year-old Steven Massey of Macon, Georgia, in the area. Massey was reported to be occupying a brown Lincoln Nautilus, which was located in the Belk parking lot on 16th Avenue.

Deputies observed the unoccupied vehicle until two individuals, Massey and another male later identified as 32-year-old Jacob Garrido of Hull, Georgia, returned. As deputies approached, Garrido, who was driving, reversed and fled the scene at a high rate of speed, traveling northbound on Pecan Street. While attempting to evade law enforcement, the vehicle passed other motorists recklessly and veered off the roadway at a curve near the intersection of Blackshear Road, crashing into a tree.

Deputies arrived as Massey and Garrido exited the vehicle. Both were taken into custody, and a search of Massey revealed suspected narcotics along with multiple identification cards, including his Federal Bureau of Prisons ID. EMS evaluated both suspects, and they were transported to the Crisp County Detention Center.

A search of the vehicle uncovered materials linked to fraudulent activities, including ten identification cards with Garrido’s photo but different names, multiple financial transaction cards, printed blank checks, and forged documents. Authorities also found equipment used to manufacture fake IDs, including printers, a scanner, a laminator, laptops, and holographic sheets with various state seals.

Massey was turned over to the U.S. Marshals Service. Garrido faces multiple charges, including hindering apprehension of a criminal, fleeing and eluding, identity fraud, forgery, financial transaction card theft, and possession of tools for the commission of a crime, along with several traffic violations.
