11 Violent Members of ‘Money Power Loyalty’ Gang Sentenced to Prison After RICO Convictions

Attorney General Chris Carr announced that 11 members of the hybrid criminal street gang Money Power Loyalty (MPL) have pleaded guilty to all charges brought against them by the Attorney General’s Gang Prosecution Unit. The convictions follow a 114-count indictment obtained in January 2024, and all 11 gang members have been sentenced to prison.  

Those convicted include MPL’s founder, three gang leaders, and seven other associates. The indictment alleged that these individuals terrorized the Dublin and Laurens County area since 2016, victimizing at least 55 people through numerous shootings and other violent acts, often targeting innocent bystanders, including children.  

To date, Attorney General Carr’s Gang Prosecution Unit has secured convictions for 13 MPL associates in Dublin, including those responsible for a drive-by shooting that killed two and injured five others in March 2024.

“For years, this gang terrorized the community,” said Carr. “Now, a total of 13 MPL associates are behind bars, including the founder and three leaders, and Laurens County is safer today because of it. We said we wouldn’t rest until those responsible for this senseless violence were held accountable for their actions, and we kept our promise to the people of Dublin because protecting Georgians is our top priority.”

The case was the result of a multi-agency investigation involving the Dublin Police Department, the Laurens County Sheriff’s Office, the GBI’s Gang Task Force and Southeastern Regional Drug Enforcement Office, the Johnson County Sheriff’s Office, the Swainsboro Police Department, the Wrightsville Police Department, ATF, FBI, and the Attorney General’s Gang Prosecution Unit.  

The 11 convicted MPL associates, including founder Gerez Duty and leaders Askiri Lewis, George Jackson, and Jayqwan Stephens, all pleaded guilty to Conspiracy to Violate the Racketeer Influenced and Corrupt Organizations (RICO) Act, admitting their involvement in the gang’s violent activities between February 2016 and January 2024. Several defendants also pleaded guilty to additional charges, including Murder, Attempted Murder, Aggravated Assault, and drug and weapons offenses.  

The sentences handed down varied, with Jamil Thompkins receiving a life sentence with the possibility of parole plus 20 years for the murder of Travis Plummer and other charges. Other sentences ranged from 20 to 45 years, with varying periods of incarceration followed by probation.  

Law enforcement officials emphasized the importance of community support and interagency collaboration in dismantling criminal street gangs. Dublin Police Chief Keith Moon stated that the sentences reflect the community’s commitment to safety, while GBI Director Chris Hosey and FBI Special Agent in Charge Paul Brown underscored their ongoing efforts to disrupt criminal networks and hold violent gang members accountable. ATF Assistant Special Agent in Charge Beau Kolodka also affirmed their continued dedication to eradicating gang activity.  

Money Power Loyalty (MPL) is described as a hybrid criminal street gang originating in Laurens County, with associates often aligning with the 1831 Pirus and the Rollin’ 20s Neighborhood Bloods. The gang’s activities included violence, intimidation, and the collection of money and guns through criminal acts to enhance their reputation and power.
