Houston County Investigation Targets Drug Operation Run From Inside Detention Center

WARNER ROBINS, Ga. — The Houston County Sheriff’s Office announced the results of a five-month narcotics investigation that authorities say uncovered a drug trafficking organization allegedly directed from inside the Houston County Detention Center.

The investigation, named “Operation Cellblock Syndicate,” led investigators to execute search warrants Friday, May 8, 2026, at five residences across Houston County.

Authorities said the following individuals were arrested and charged under the Georgia Racketeer Influenced and Corrupt Organizations Act:

  • Brittany Smith
  • Ty’Miere Evans
  • Julissa Montes
  • Margaret Phillips
  • Renee Smith

Investigators also charged inmate Miekell Stephens under the Georgia RICO Act. According to the sheriff’s office, Stephens was identified as the alleged leader of the organization and is accused of directing drug distribution operations from inside the detention center through associates on the outside.

During the searches, investigators recovered marijuana, fentanyl, cocaine, and multiple firearms, authorities said.

The investigation also resulted in action involving detention center personnel.

According to the sheriff’s office, Houston County Detention Officer Daisha O’Daine was arrested May 5 in Monroe County by the Georgia State Patrol on charges including possession of marijuana, speeding, following too closely, and a window tint violation.

Officials said O’Daine also faces additional charges in Houston County for possession of a Schedule I controlled substance involving THC and violation of oath of office. She has since been terminated from her position at the detention center.

A second detention officer, Shantess Hart, was also terminated after investigators identified policy violations during the investigation. Authorities said charges in her case are pending.

“This investigation demonstrates that incarceration does not place someone beyond the reach of accountability,” Sheriff Matthew Moulton said in a statement. “Individuals who attempt to direct criminal enterprises from inside our detention facility and anyone who assists them, whether on the street or within our own ranks, will be identified, investigated, and prosecuted to the fullest extent of the law.”

The sheriff’s office credited assistance from the Georgia Bureau of Investigation, the Georgia State Patrol, the Federal Bureau of Investigation, and the Houston County District Attorney’s Office, including Assistant Chief Assistant District Attorney Greg Winters.

Authorities said the investigation remains active and additional arrests and charges are expected.
