Four Arrested in Gwinnett County Unlicensed Care Home Investigation
GWINNETT COUNTY, Ga. — Four individuals have been arrested following an investigation into unlicensed personal care homes operating in Snellville, according to the Gwinnett County Police Department.
Special Victims Unit detectives executed search warrants April 30 at two homes located at 4022 and 4032 Pond Edge Road after receiving reports the residences were being used to house elderly and disabled adults without proper licensing.
During the operation, investigators found 14 residents living in the homes. Officials said one resident suffering from dementia was transported to a hospital by the Gwinnett County Fire Department.
Detectives documented conditions inside the homes, reporting expired food, beverages and medications. Code enforcement officials and the Georgia Department of Community Health conducted inspections and issued cease-and-desist orders for both properties.
On May 1, Adult Protective Services notified investigators that someone had attempted to contact residents about returning to the homes.
Authorities identified the suspects as Ishaq Mumin, Khadijaah Mumin, Parys Johnson and Ziare Saymone Anderson Kearney. Each has been charged with two counts of operating an unlicensed personal care home.
All four were arrested May 5 and booked into the Gwinnett County Jail.
The investigation remains ongoing.
