Two Plead Guilty in 2023 Halloween Night Robbery Killing at Monroe Home Depot

MONROE, GA — Two defendants have pleaded guilty in connection with the deadly shooting of Faybeann Ragsdale during a planned robbery that unfolded on Halloween night in 2023.

On Wednesday afternoon, January 7, 2026, Kevin Yamil Rosa and Jagunte Jaylee Bass entered guilty pleas to murder and multiple related charges for their roles in Ragsdale’s death, which occurred in the parking lot of a Home Depot.

In court, Deputy Chief Assistant District Attorney Jillian Hall laid out how the crime was orchestrated. According to prosecutors, Bass contacted Ragsdale and told him her “brother” wanted to buy marijuana. In reality, investigators say the supposed drug deal was a setup designed by Bass and Rosa to rob Ragsdale.

On October 31, 2023, Ragsdale initially agreed to meet Rosa in the Monroe Walmart parking lot. When the pair noticed law enforcement officers in the area, they changed the meeting location to the nearby Home Depot. Bass drove herself and Rosa to the new location.

Once there, Rosa got out of their vehicle and entered Ragsdale’s SUV. Prosecutors said Rosa then shot Ragsdale twice. With the vehicle still running, it sped out of control through the Home Depot parking lot, crossed into part of a nearby bank lot, and finally crashed into another car near the entrance to an Arby’s restaurant.

Witnesses told police they saw Rosa exit the SUV and run from the scene. He was later picked up by Bass, and the two fled together.

Monroe Police quickly began investigating. Surveillance video, witness statements, and evidence recovered from Ragsdale’s cell phone led detectives to identify Rosa and Bass as suspects. Rosa was later arrested near a friend’s home in Conyers, where investigators also recovered bloody clothing and a gun that had been hidden under a bed. Bass was arrested separately in Coweta County.

Investigators also recovered both defendants’ cell phones, which showed extensive messages and planning related to the attempted robbery. Prosecutors noted Rosa was already a convicted felon at the time of the shooting.

Under the plea agreements, Rosa was sentenced to life in prison plus 25 years after pleading guilty to malice murder, multiple counts of felony murder, attempted armed robbery, aggravated assault, firearms charges, conspiracy, and other offenses.

Bass was sentenced to life in prison plus 15 years after pleading guilty to felony murder and additional charges tied to the robbery and shooting.

The case was prosecuted by Deputy Chief Assistant District Attorney Jillian Hall, along with Chief Investigator Josh Chambers, Victim Services Director Kim Kelly, and Senior Legal Assistant Melanie Sims. The investigation was led by the Monroe Police Department with assistance from the GBI, the Walton County District Attorney’s Office, the GBI Crime Lab, and several other agencies.
