Lithonia Sex Offender Convicted of Secretly Photographing Women; Sentenced to 15 Years

Jesse William Kirk, 50, of Lithonia, has pleaded guilty to charges of secretly photographing and videotaping women, announced DeKalb County District Attorney Sherry Boston.

Kirk pleaded guilty on March 12, 2025, to two counts of Using/Installing a Device to Observe or Record Underneath or Through an Individual’s Clothing and one count of Peeping Tom, related to incidents in Brookhaven in 2019 and 2023.

In July 2019, Brookhaven Police responded to a report of suspicious activity at a Costco. Surveillance video showed Kirk using his phone to take photos under a woman’s dress and following another woman, appearing to do the same. Kirk was identified through his gas purchase at the store and was found to be a registered sex offender. A search of his phone confirmed the Costco incidents.

In April 2023, Kirk was arrested in Newnan for a similar incident at a Target store. A phone search revealed more unauthorized photos of women, as well as videos of a partially dressed woman in her apartment, taken without her knowledge. The videos were traced to a DeKalb County apartment complex. Kirk was extradited from Montana, where he was incarcerated, to face these charges.

A similar case in Coweta County is still pending.

DeKalb County Superior Court Judge Brian Lake sentenced Kirk to 15 years, with 8 years in confinement and the remaining 7 years on probation.

The case was prosecuted by the District Attorney’s Domestic Violence and Sexual Assault Unit, with assistance from the Digital Forensics Unit, investigators, and victim advocates. The initial investigation was led by the Brookhaven Police Department.
