Man Arrested on Animal Cruelty and Obstruction After Multiple Complaints in Rockdale County

Kenneth Perla-Moreno, a man who had been the subject of multiple complaints over the past week for trespassing and causing disturbances, was arrested on February 11, 2025.

The Rockdale County Sheriff’s Office, with the assistance of a concerned citizen, identified Perla-Moreno as the individual causing the disruptions in the community. He was taken into custody and is facing charges of cruelty to animals and obstruction of a law enforcement officer.

Additionally, Perla-Moreno is wanted in DeKalb and Fulton counties. He is currently being held at the Rockdale County Jail.

The Sheriff’s Office thanked the community for their vigilance in helping keep the county safe. All persons are presumed innocent until proven guilty.
