Georgia Corrections Special Agent in Charge Arrested, Accused of Misusing Flock License Plate Reader System

EATONTON, Ga. – A Georgia Department of Corrections special agent in charge has been arrested after investigators say he used the agency’s Flock Safety license plate reader system for purposes unrelated to law enforcement.

Robert “Bobby” Michael Keim, 45, of Eatonton, is charged with misuse of a license plate reader system, according to the Georgia Bureau of Investigation.

Keim was arrested Sept. 1 and booked into the Putnam County Jail.

The investigation began Aug. 18 after the Georgia Department of Corrections asked the GBI to investigate allegations involving misuse of its Flock Safety system.

Preliminary information indicates Keim accessed or used the system for non-law enforcement purposes, the GBI said.

Authorities have not disclosed what Keim is accused of searching for, how many times he allegedly used the system improperly or what prompted corrections officials to investigate his activity.

Flock Safety systems use automated license plate reader cameras to capture vehicle information that law enforcement agencies can search as part of investigations.
