Macon-Bibb Approves Letter of Interest for Potential Casino, Hotel at Former Mall Site
The Macon-Bibb County Urban Development Authority has approved a Letter of Interest with Gaming & Leisure Properties, Inc. for the possible purchase and redevelopment of the former JC Penney building at Macon Mall.
GLPI is exploring the site as a potential location for a casino and hotel, contingent on the State of Georgia approving a process for casino licensing.
Under the agreement, GLPI will fund up to $2.5 million to demolish the former JC Penney building, enclose that section of the mall, and clear, pave, and landscape the surrounding area.
The initial partnership spans five years. If GLPI exercises its option to purchase the property, it will pay the UDA $20 million, subject to customary closing conditions and due diligence. The agreement may be extended for an additional five years for $500,000.
“We’ve always looked at this area of the Mall as having the potential for future hospitality and retail development and continuing the revitalization of the Macon Mall,” said UDA Executive Director Alex Morrison. “With this interest by GLPI, we are making sure that Macon is preparing for future economic development and investment here.”
Mayor Lester Miller emphasized the broader economic strategy behind the move.
“We have the chance to leverage Macon-Bibb County’s location in the state and along the interstates, the interest in this area thanks to the Amphitheater and Macon Mall, and our already growing tourism to make us the most competitive city for future development,” Miller said. “Our goal from day one has to been to attract people back to this part of town, and we are truly seeing the results of that investment and focus.”
Gary Wheat, President and CEO of Visit Macon, said future development must align with the community’s identity.
“Macon’s tourism growth is the result of intentional planning and investments that create memorable experiences for both visitors and residents. The Atrium Health Amphitheater and Rhythm & Rally have established this corridor as a regional attraction and demonstrated the power of thoughtful development,” Wheat said. “As conversations continue around future opportunities, our focus remains on ensuring that any project enhances our visitor offerings, supports sustainable economic impact, and aligns with the values and brand that define Macon.”
Part of a Broader Revitalization Effort
The proposed redevelopment is part of the larger transformation of Macon Mall and the surrounding Eisenhower Parkway and Mercer University Drive corridor.
Recent investments include:
- Opening the Atrium Health Amphitheater, which in its first year hosted 22 shows and other events, welcomed more than 100,000 fans, sold out two concerts, and generated more than $20 million in community spending in 2024.
- Launching Rhythm & Rally, billed as the world’s largest indoor pickleball facility, now with nearly 800 members and more than 100,000 players from 49 states competing in 2025. Over two years, the facility has had an estimated $8 million economic impact.
- Relocating county services such as the Board of Elections, Planning & Zoning, a library branch, Building & Fire Safety, and the Mayor’s Literacy Alliance to the mall site.
- Welcoming new businesses and continuing discussions with developers about additional large-scale investments.
County leaders say the agreement positions Macon to compete for future tourism and hospitality opportunities, should casino licensing move forward at the state level.
