Decatur Sex Trafficker Who Subjected Two Minors to Servitude Sentenced to 10 Years

Atlanta, Georgia – Makell Demonko Mallory, 25, of Decatur, Georgia, was convicted on November 5, 2025, in the United States District Court Northern District of Georgia after pleading guilty to two counts of Sex Trafficking of a Minor. He was subsequently sentenced to 120 months (10 years) in federal prison.

The conviction follows a joint investigation by the Georgia Bureau of Investigation’s Human Exploitation & Trafficking (HEAT) Unit and Homeland Security Investigations (HSI) Human Trafficking & Smuggling Group, among other agencies.

The Investigation

The investigation began in June 2023 when the GBI HEAT Unit received a CyberTip from the National Center for Missing and Exploited Children (NCMEC) regarding the possible sex trafficking of a runaway minor.

  • Victim 1: Special Agents with the GBI and HSI, along with Task Force Officers from the Fulton County Sheriff’s Office, quickly located and recovered the missing minor at a hotel in College Park, GA. A forensic interview revealed that Mallory directed the minor to perform numerous commercial sex acts with adult male consumers for money.
  • Victim 2: Investigators learned Mallory was also the suspect in a similar DeKalb County investigation. A second runaway minor recovered by DeKalb County Police also disclosed that Mallory subjected her to sexual servitude at various hotels near Decatur, GA. The minor further reported that Mallory threatened her with a firearm and pistol-whipped her at one point.

The DeKalb County Police Department initially obtained state arrest warrants for Mallory for Human Trafficking, Sexual Exploitation of Children, and Armed Robbery. However, GBI and HSI Agents coordinated with the DeKalb County District Attorney’s Office to transfer prosecution to the federal level, resulting in Mallory being federally indicted in April 2024 for two counts of Sex Trafficking of a Minor—one count for each victim.

Collaboration and Sentencing

The 10-year prison sentence highlights the partnership between local, state, and federal law enforcement agencies committed to combating human trafficking. Federal law for Sex Trafficking of a Minor (18 U.S.C. § 1591) carries a penalty of not less than 10 years up to life imprisonment when the victim is aged 14-17, or not less than 15 years up to life if the victim is under 14 or if force, fraud, or coercion was used.
