Second Suspect Arrested in 2023 Allegheny Street Homicide in Atlanta

The Atlanta Police Department has announced a second arrest in connection to a February 2023 homicide on Allegheny Street SW.

On June 25, 2025, MARTA Police took 20-year-old Jyquez Harvey into custody. Harvey has been charged with Murder, Aggravated Assault, and Possession of a Firearm During the Commission of a Felony. He is now in the custody of Atlanta authorities.

This follows the earlier arrest of 43-year-old Blain Stafford who was charged on May 27, 2025, with the same offenses. Stafford remains in the Fulton County Jail on unrelated charges.

The charges stem from an incident that occurred on February 17, 2023. At approximately 4:54 p.m., Atlanta Police Zone 4 officers responded to a report of a shooting at 1376 Allegheny Street SW. Officers located a male victim suffering from a gunshot wound. The victim, 20-year-old Julian Kolb, was pronounced dead at the scene. At the time, the suspect(s) were unknown.

The Atlanta Police Homicide Unit launched an investigation following the shooting. Authorities have not yet released the victim’s identity or further details about the motive.

The investigation remains active.
