Fugitive Indicted After Failing to Appear for Trial in $2.7 Million Life Insurance Fraud Scheme
Roscoe McMillan, also known as “Roscoe McMillian” and “Ross McMillan,” has been indicted after failing to appear for his trial on wire and mail fraud charges related to a fraudulent life insurance scheme. McMillan, 43, of Las Vegas, Nevada, was initially charged in September 2023 for allegedly defrauding seven life insurance companies.
“Every defendant has a right to a fair trial by a jury of his or her peers, but no one is entitled to refuse to appear for trial,” said U.S. Attorney Ryan K. Buchanan. “McMillan promised to appear for his court dates after the district court released him on bond. His alleged failure to appear indicates a disregard for the rule of law and cannot be tolerated.”
“McMillan has taken a criminal allegation and created an even more serious situation,” said FBI Atlanta Acting Special Agent in Charge Sean Burke. “Our special agents will not rest until McMillan is in custody and appearing in court like he promised to do last month.”
The indictment claims that McMillan used a fraudulent company, Chosen Outreach Ministries, to secure group life insurance policies under false pretenses. The individuals covered by these policies were not employees, as McMillan falsely claimed, and many of them, suffering from serious health conditions, died shortly after being added to the plans. McMillan allegedly submitted over 30 fraudulent claims, resulting in approximately $2.7 million in disbursed benefits.
On October 29, 2024, McMillan failed to appear for his trial, and a federal grand jury returned a superseding indictment on November 4, 2024, adding charges of failure to appear. McMillan had been released on bond in October 2023 but is now a fugitive.
