Clayton County Man Sentenced to Life for 2023 Killing Outside Social Security Office
Clayton County District Attorney Tasha M. Mosley announced the conviction of 38-year-old Frederick Scott, who was found guilty by a jury of Malice Murder, two counts of Felony Murder, Aggravated Assault, Possession of a Firearm During the Commission of a Felony, and Possession of a Firearm by a Convicted Felon.
Prosecutors said Scott shot and killed 23-year-old Niang Djine on December 29, 2023, outside the Social Security Office in Morrow. Surveillance footage showed Djine standing outside the building with a friend and looking at his phone when a black Dodge Caravan drove by, slowed down, and a shot was fired from inside the vehicle. Djine was struck in the abdomen and later died.
Investigators testified that Scott could be seen in the footage holding the firearm used in the shooting shortly before the attack. Scott’s wife told authorities he was angry because he believed the victim had looked at her as she walked out of the Social Security Office. Djine, who was from Senegal and did not speak English, had no interaction with Scott or his wife before he was shot.
Deputy Chief Assistant District Attorney Nigel H. Hunter led the prosecution with Assistant District Attorney Anthony McKee. The case was supported by Investigator Dwayne Harrison, Victim Advocate Maria Dillard, and the Morrow Police Department. The trial ran from November 17 to November 21, 2025.
Senior Judge Arch McGarity sentenced Scott to life in prison with the possibility of parole, plus five years.
District Attorney Mosley said the verdict brings justice to the victim’s family and helps ensure community safety.
