Three Arrested in Toccoa Drug Trafficking Investigation; Over Two Pounds of Meth Seized

TOCCOA, Ga. – Three people were arrested Friday night after deputies with the Stephens County Sheriff’s Office and agents from the GBI Appalachian Regional Drug Enforcement Office searched a residence on Persimmon Street as part of an ongoing narcotics investigation.

Around 8:30 p.m. on Nov. 21, officers conducted the search and reported finding about 2.23 pounds of methamphetamine, one pound of marijuana, and $710 in cash inside the home. Investigators said the three individuals were believed to be involved in trafficking methamphetamine and marijuana.

The suspects were identified as William Alton Chappelear, 35, of Hartwell; Candice Mitchell Smith, 43, of Toccoa; and Scott Alexander Terrell, 44, of Toccoa. All three were taken to the Stephens County Jail, where they remain pending a bond hearing.

Each is charged with trafficking in illegal drugs, possession of methamphetamine with intent to distribute, possession of methamphetamine, possession of marijuana with intent to distribute, and felony possession of marijuana. Investigators noted that Terrell and Chappelear were on active probation at the time. Chappelear also had an active warrant in Hart County.
