Ten Defendants Charged in Armed Drug Trafficking Operation in Albany, Georgia

ALBANY, Ga. – Ten defendants involved in an armed drug trafficking organization in southwest Georgia are being held accountable at the federal level, following a coordinated law enforcement effort that resulted in the seizure of 28 firearms, including two machineguns, as well as methamphetamine and fentanyl.
“This case amplifies the kinds of efforts across the Middle District of Georgia to get guns and drugs off our streets and make the communities we serve safer for everyone,” said U.S. Attorney William R. “Will” Keyes. “Our office is working alongside law enforcement at every level to identify the most egregious offenders to hold them accountable at the federal level.”
“Collaboration with our state, local, and federal partners was key to bringing these defendants to justice,” said GBI Director Chris Hosey. “Together, we are making our neighborhoods safer by removing violent offenders, dangerous weapons, and deadly narcotics from our streets.”
The investigation began in 2023 and focused on armed drug trafficking in Albany. Federal and state agents conducted controlled purchases of methamphetamine and firearms from several co-conspirators over a six-month period. Subsequent court-authorized searches at multiple Albany hotels recovered methamphetamine, fentanyl, powder cocaine, crack cocaine, oxycodone, and numerous firearms.
The following defendants have been sentenced or are awaiting sentencing:
- Devin Covon Randle, 29, Albany – 192 months in prison plus 4 years supervised release
- Roy Clinton Billingsley, 35, Albany – 60 months plus 4 years supervised release
- Wade Lanier Tucker, 40, Albany – 96 months plus 3 years supervised release
- Jessica Julianne Raines, 40, Albany – 72 months plus 3 years supervised release
- Mitchell Alexander Hilson, 30, Albany – pleaded guilty; facing 15 years to life; sentencing Jan. 8, 2026
- Rico Lashun Hall, 32, Albany – pleaded guilty; facing 10 years to life; sentencing Jan. 8, 2026
- Konterrious Antwon James, 44, Albany – pleaded guilty; facing 10 years to life; sentencing Jan. 8, 2026
- Bernard Charbrion Holsey, 29, Albany – pleaded guilty; facing 10 years to life; sentencing Jan. 8, 2026
- Brennan Terrell Woods, 35, Albany – pleaded guilty; facing 10 years to life; sentencing Jan. 8, 2026
- Marcena Leundra Jordan, 32, Albany – pleaded guilty; facing 10 years to life; sentencing Jan. 8, 2026
Co-defendant Rasheen Malik Garrett, 30, Albany, remains a fugitive. He is charged with conspiracy to possess controlled substances with intent to distribute, possession of a firearm by a convicted felon, and use of a drug-involved premise. Anyone with information on Garrett’s whereabouts is urged to contact the GBI anonymously.
The operation was a joint effort involving the Bureau of Alcohol, Tobacco, and Firearms (ATF), Georgia Bureau of Investigation (GBI), Drug Enforcement Administration (DEA), Albany Dougherty Special Investigation Unit (ADSIU), and Lee County Sheriff’s Office (LCSO). Assistant U.S. Attorney Matthew Redavid is prosecuting the case, with Chief U.S. District Judge Leslie Abrams Gardner presiding.
