Two Former Georgia Officers Arrested in Separate Flock Camera Misuse Investigations
ATLANTA, Ga. – Two former Georgia law enforcement officers were arrested Monday in separate investigations accusing them of using Flock Safety license plate reader systems for non-law enforcement purposes, according to the Georgia Bureau of Investigation.
Former Colquitt County sheriff’s deputy Bentley Hughes, 37, of Moultrie, and former Emerson police officer Anthony Trapani, 32, of Rockmart, face charges of misuse of a license plate reader system and violation of oath of office.
The cases involve separate law enforcement agencies and are not known to be connected.
The GBI began investigating Hughes after the Colquitt County Sheriff’s Office requested assistance Sept. 8 over allegations that an employee had misused the agency’s Flock Safety system.
Investigators said preliminary information indicates Hughes accessed the system for purposes unrelated to law enforcement.
Hughes is charged with two counts of misuse of a license plate reader system and two counts of violation of oath of office. She surrendered Sept. 14 and was booked into the Colquitt County Jail.
Her case will be forwarded to the Southern Judicial Circuit District Attorney’s Office for prosecution once the GBI completes its investigation.
In the second case, the Acworth Police Department asked the GBI to investigate suspected misuse of its Flock Safety system.
Investigators said Trapani used Acworth’s system for non-law enforcement purposes while he was employed by the Acworth Police Department.
According to the GBI, the alleged misuse continued after Trapani transferred to the Emerson Police Department in 2025.
Trapani is charged with two counts of misuse of a license plate reader system and one count of violation of oath of office.
He surrendered Sept. 14 and was booked into the Cobb County Jail.
