Former Pendergrass City Administrator Arrested in GBI Investigation

PENDERGRASS, Georgia – The Georgia Bureau of Investigation has arrested a former city administrator in Jackson County following an investigation into allegations tied to his former position with the City of Pendergrass.

Authorities announced Thursday that 63-year-old Robert Russell, the former city administrator for Pendergrass, has been charged with theft by taking and false statements and writings.

According to the GBI, the investigation began in January 2024 after the Piedmont Judicial Circuit District Attorney’s Office requested assistance regarding allegations involving Russell and his role with the city.

Officials noted Russell announced his retirement in March 2025.

Russell was booked into the Jackson County Jail.

Authorities said the investigation remains active and ongoing.

Once the investigation is complete, the case file will be turned over to the Piedmont Judicial Circuit District Attorney’s Office for prosecution.
