GBI Arrests Jackson County EMA Director, Wife in Ongoing Child Abuse Investigation

Jackson County, GA – The Georgia Bureau of Investigation has arrested and charged Philip Bryan Bullock, 50, the Director of the Jackson County Emergency Management Agency, along with his wife, Karee Whitlock Bullock, 48, following a lengthy investigation into child abuse and assault allegations.

Philip Bullock faces two counts of Aggravated Assault, two counts of First-Degree Cruelty to Children, and two counts of Second-Degree Cruelty to Children. Karee Bullock was charged with two counts of Second-Degree Cruelty to Children. Both were booked into the Jackson County Jail without incident on November 13, 2025.

The investigation began after the Jackson County Sheriff’s Office requested GBI assistance in 2021 following allegations of sexual assault involving their son, Bryson Bullock. Bryson Bullock was subsequently arrested and convicted in October 2025 for rape and other felony charges.

The GBI’s extensive investigation revealed evidence connecting Philip and Karee Bullock to additional criminal acts involving child abuse. Once the investigation concludes, the case file will be forwarded to the Piedmont Judicial Circuit District Attorney’s Office for prosecution.

Authorities emphasized that the arrests demonstrate a continued commitment to thoroughly investigating allegations of abuse and ensuring accountability, regardless of the individuals’ positions within the community.
