Toccoa Man Arrested for Child Exploitation and Bestiality After FBI ICAC Tip; Infant Rescued

STEPHENS COUNTY, Ga. – The Stephens County Sheriff’s Office (SCSO), in coordination with the FBI, has arrested a Toccoa man on multiple felony charges following an investigation into the exchange of child sexual abuse material (CSAM) and bestiality content.

The investigation began on November 3, 2025, after the FBI Atlanta-Gainesville Resident Agency contacted SCSO regarding an ongoing Internet Crimes Against Children (ICAC) case. Information shared by the FBI Pittsburgh Child Exploitation and Human Trafficking Task Force led investigators to Jimmie Dominici, Jr., 59, of Toccoa.

Details of the Investigation and Rescue

Agents discovered electronic messages exchanged between Dominici, Jr., and an individual arrested in Pennsylvania, containing material sexual in nature from February through August of this year.

  • Evidence Found: SCSO investigators confirmed the material included CSAM and bestiality. Videos contained inappropriate material of children ranging in age from four months old to eight years old, as well as incidents involving dogs.
  • Warrant Execution: On November 5, 2025, SCSO investigators obtained and executed arrest and search warrants at Dominici, Jr.’s residence on Cawthon Road. Various electronic devices were seized for analysis.
  • Infant Rescue: Further information from the FBI Pittsburgh Task Force determined that the four-month-old victim was positively identified and rescued. The suspect responsible for the sexual assault of the infant was arrested in Ohio.

Dominici, Jr., was arrested without incident and transported to the Stephens County Jail. He is currently being held pending a bond hearing on the following charges:

  • Three counts of Sexual Exploitation of Children
  • Bestiality

The SCSO thanked the FBI Pittsburgh and FBI Atlanta-Gainesville agencies for their crucial assistance. This is an ongoing investigation, and future charges may be pending.
