Man Charged in Twiggs County with Enticing Child After Traffic Stop Reveals 15-Year-Old Passenger

TWIGGS COUNTY, Ga.—A late-night traffic stop by a Twiggs County Sheriff’s Office (TCSO) Deputy led to the arrest of a 38-year-old man accused of transporting and having sexual relations with a 15-year-old female.
On October 15, 2025, at 11:53 p.m., TCSO Patrol Deputy Perry stopped a red Chevy Avalanche for a tail light violation on Highway 129. The driver, Raymond Stephenson, 38, had a female passenger who claimed to be 17 years old but had no identification.
Due to the nervous behavior of both occupants, Deputy Perry requested both step out of the vehicle. With assistance from Deputy Black, investigators soon discovered the female passenger was actually 15 years of age.
The investigation revealed that Stephenson had traveled to Gwinnett County to pick up the juvenile and was driving her to his residence in Dodge County. After being advised of his rights, Stephenson admitted to having sexual relations with the minor.
Stephenson was immediately placed under arrest and charged with “enticing a child for indecent purposes.” He was booked into the Twiggs County Jail. The female juvenile was safely released to DFAS and later reunited with her mother. Authorities in Gwinnett and Dodge Counties have also been informed and have warrants pending, along with Twiggs County.
