Ten Defendants Tied to Armed Drug Trafficking Organization in Albany

ALBANY, Ga. – Ten defendants connected to an armed drug trafficking organization in southwest Georgia are facing federal consequences after a multi-agency investigation that led to the seizure of 30 firearms—including two machineguns—along with methamphetamine and fentanyl.
“This case amplifies the kinds of efforts across the Middle District of Georgia to get guns and drugs off our streets and make the communities we serve safer for everyone,” said U.S. Attorney William R. “Will” Keyes. “Our office is working alongside law enforcement at every level to identify the most egregious offenders to hold them accountable at the federal level.”
According to court records, the investigation began in 2023, targeting drug and gun trafficking in Albany and surrounding areas. Over six months, agents conducted controlled purchases of methamphetamine and firearms from several of the defendants. Search warrants later yielded additional quantities of narcotics—including meth, fentanyl, cocaine, and oxycodone—along with 28 firearms and two machineguns.
Sentenced Defendants
- Devin Covon Randle, 29, Albany – 192 months in prison, four years supervised release (distribution of methamphetamine).
- Roy Clinton Billingsley, 35, Albany – 60 months in prison, four years supervised release (distribution of methamphetamine).
- Wade Lanier Tucker, 40, Albany – 96 months in prison, three years supervised release (distribution of methamphetamine).
- Jessica Julianne Raines, 40, Albany – 72 months in prison, three years supervised release (distribution of methamphetamine).
Awaiting Sentencing
- Mitchell Alexander Hilson, 30, Albany – guilty of meth distribution and firearms charges; faces 15 years to life.
- Rico Lashun Hall, 32, Albany – guilty of meth distribution; faces 10 years to life.
- Konterrious Antwon James, 44, Albany – guilty of meth distribution; faces 10 years to life.
- Bernard Charbrion Holsey, 29, Albany – guilty of meth distribution; faces 10 years to life.
- Brennan Terrell Woods, 35, Albany – guilty of meth distribution; faces 10 years to life.
- Marcena Leundra Jordan, 32, Albany – guilty of meth distribution; faces 10 years to life.
All are scheduled for sentencing on Jan. 8, 2026.
Fugitive Defendant
- Rasheen Malik Garrett, 30, Albany – indicted on conspiracy, firearm possession by a felon, and maintaining a drug premises; faces up to life in prison. Garrett remains a fugitive.

Chief U.S. District Judge Leslie Abrams Gardner is presiding. There is no parole in the federal system.
This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Georgia Bureau of Investigation (GBI), with assistance from the DEA, Albany-Dougherty Special Investigation Unit, and Lee County Sheriff’s Office.
