One Dead, One Arrested After Twiggs County Officer-Involved Shooting Following Pursuit

JEFFERSONVILLE, GA – The Georgia Bureau of Investigation (GBI) is investigating an officer-involved shooting that occurred in Jeffersonville, leading to the death of Christopher J. Martin-Holmes, 26, of Conley, GA. No officers were injured in the incident. Phillip Ellison Jr., 23, of Ellenwood, GA, has been arrested and charged with Aggravated Assault and Possession of a Firearm During the Commission of a Felony.
The incident unfolded on Friday, July 18, 2025, at approximately 10:30 p.m. A Twiggs County Deputy Sheriff attempted to conduct a traffic stop on Interstate I-16 (westbound) for a traffic violation. The driver failed to stop, initiating a vehicle pursuit.
Around 10:50 p.m., the fleeing car crashed near the Exit 12 off-ramp on I-16. As the deputy approached to render aid, shots were fired from inside the crashed vehicle. The deputy returned fire, and additional shots were fired from within the car. The deputy then realized there were two occupants in the vehicle.
One of the occupants, later identified as Martin-Holmes, was pronounced dead at the scene. The second occupant, identified as Ellison Jr., was arrested and booked into the Twiggs County Jail.
Martin-Holmes’ body has been transported to the Central Crime Lab in Macon, Georgia, where an autopsy is being performed.
The investigation is active and ongoing. Once completed, the case file will be submitted to the Dublin Judicial District Attorney’s Office for review.
