Duluth Police, NY State Police Apprehend Child Sex Crime Suspect; Extradited to Georgia

A collaborative effort between the Duluth Police Department and the New York State Police Computer Crime Unit (NYSP CCU) has led to the arrest of Oswin M. Guillen Padilla, 41, who is now facing felony charges in both New York and Georgia for crimes involving a minor.
The investigation began when the Duluth Police Department (DPD) received a report from a victim’s mother who discovered inappropriate content and messages exchanged between her child and Padilla on various social media platforms. DPD detectives determined Padilla resided in Suffolk County, NY.
On May 21, 2025, Duluth Police Detective Trojahn requested assistance from the NYSP CCU to locate Padilla. Following a brief investigation, the NYSP CCU pinpointed Padilla’s residence in Hampton Bays, NY.
The following day, May 22, 2025, NYSP CCU, alongside uniformed Troopers, successfully located and interviewed Padilla. During the interview, Padilla admitted to using multiple social media accounts—including Messenger, WhatsApp, Discord, Telegram, TikTok, and Instagram—to communicate with and intentionally seek explicit content from minors, even knowing their age.
Padilla was initially charged in New York with four counts of Possessing Sexual Performance by a Child less than 16 (E Felony) and transported to Southampton Town Court for arraignment. A separate arrest warrant from DPD was issued for Padilla to be extradited back to Georgia to face justice for the initial investigation.
