Kidnapping Suspect Captured After I-20 Pursuit Ends in Rockdale County; Victim Recovered

At approximately 8:51 a.m. on Saturday, May 17, 2025, Covington Police Department received a BOLO (Be On the Lookout) regarding a possible kidnapping in progress. An adult female had approached a passerby at a rest stop along Interstate 20 in Morgan County, stating she had been kidnapped and asking them to call 911. The individual provided authorities with a description of the suspect vehicle and the victim.
Covington officers began patrolling I-20 and soon located the vehicle near mile marker 92 traveling westbound. Officer Ward initiated a traffic stop, but the vehicle briefly stopped before fleeing with the victim still inside.
A vehicle pursuit ensued along I-20 westbound and concluded in Rockdale County after Newton County deputies executed a successful PIT maneuver. The driver, identified as Charles Davis, attempted to flee on foot but was tased and apprehended. The female victim was located unharmed and safely recovered.
Investigators determined the incident originated earlier that morning in South Carolina, where Davis had forcibly entered the victim’s home and abducted her. Both individuals are from South Carolina.
Charles Davis was charged with Kidnapping – Family Violence Act (FVA), False Imprisonment – Family Violence Act (FVA), and multiple traffic offenses. He will also face additional charges in South Carolina.
