EMS Driver Convicted and Sentenced to 25 Years for Rape in DeKalb County

DeKalb County District Attorney Sherry Boston announced the conviction of 47-year-old Bruce Andre Hines, an Emergency Medical Services (EMS) driver from College Park, for the rape of a 51-year-old woman. A jury found Hines guilty of Rape on Friday, April 25, 2025, following a trial. The assault occurred on March 5, 2023.

The investigation revealed that the victim had fallen asleep in her car in the 4000 block of Glenwood Road in unincorporated Decatur after being out with friends the previous evening. She was awakened by Hines, who was driving an EMS SUV. Hines told her that police had received a call about a person asleep in a car but that he had cancelled it to prevent her arrest.

Hines then moved the victim’s car and his EMS SUV to an abandoned parking lot. He entered the victim’s car, and she awoke to him sexually assaulting her.

After the assault, Hines used the victim’s phone to call a friend, stating the victim was in an unsafe area. The friend agreed to meet them at a gas station on Covington Highway. After the friend dropped Hines back at his SUV, the victim immediately told her friend about the assault and called the police.

Surveillance footage from a nearby hotel corroborated the timeline, showing multiple emergency vehicles, including Hines’ EMS SUV, responding to an incident at the hotel around 3 a.m. The SUV was seen leaving the hotel around 3:30 a.m. and pulling up to the victim’s car across the street. The video then showed Hines approaching the victim’s car and subsequently driving both vehicles to the abandoned parking lot.

Colleagues in the ambulance that responded to the hotel identified Hines as the driver of the SUV. DNA evidence collected from the victim’s clothing matched Hines.

Following the guilty verdict, Senior Judge Daniel Coursey sentenced Hines to 25 years in custody. Upon his release, Hines will be required to spend the remainder of his life on probation and register as a sex offender.

Senior Assistant District Attorney Furhawn Shah and Senior Assistant District Attorney Emily Donkervoet prosecuted the case, with assistance from District Attorney Investigator Christopher Franklin. The initial investigation was led by DeKalb County Police Department Det. O. Amey.
