Henry County Appoints First Black Woman as Police Chief Following 30-Year Law Enforcement Career

MCDONOUGH, Ga. – The Henry County Police Department has appointed Chief Bess Baugh as its new chief of police, making history as the first Black woman to lead the department.

Baugh brings 30 years of law enforcement experience to the position, including the past 20 years with the Henry County Police Department, where she rose through the ranks from sergeant to major.

During her career with the department, Baugh became the first Black woman to serve as captain, major and now chief in the agency’s history.

Before joining Henry County, Baugh served with the Atlanta Police Department and the DeKalb County School District Police Department, gaining experience in multiple areas of law enforcement.

Throughout her career, Baugh has worked in Uniform Patrol, Criminal Investigations, Internal Affairs, School Resource Officers, Special Operations and the K-9 Division while serving with DeKalb County Schools.

Most recently, she oversaw the department’s Training Division as major, where she was responsible for training new recruits and ensuring the continued professional development of sworn personnel.

In addition to her law enforcement responsibilities, Baugh has been active in community service, regularly assisting the homeless by providing essential supplies and serving as a peer counselor for county employees.

She also serves as the department’s Family Liaison Officer, helping support the families of fallen officers, and was instrumental in creating the Henry County Police Youth Athletic League to strengthen relationships between law enforcement and local youth through sports and mentorship.

Baugh also serves on the board of the Henry County Department of Family and Children Services.

Originally from Long Island, New York, Baugh earned an associate degree in pre-law and a bachelor’s degree in criminal justice. She is scheduled to attend Chief’s Executive Training later this year as part of her continued leadership development.

As chief, Baugh said her priorities include transparency, open communication, accountability, officer wellness and strengthening partnerships with residents, businesses and community leaders.

Together, we will continue building trust through transparency, collaboration and service while working every day to make Henry County one of the safest communities in Georgia.”

Interim County Manager Kevin Johnson praised Baugh’s appointment, citing her decades of service, leadership and commitment to public safety.

“Chief Baugh has earned the respect of her colleagues and this community through decades of dedicated service, exceptional leadership, and an unwavering commitment to public safety,” Johnson said. “Her experience, integrity, and vision make her the right leader to guide the Henry County Police Department into its next chapter.”

County officials said Baugh’s appointment reflects Henry County’s commitment to professional excellence, community partnerships and strong leadership as the department continues serving residents.
