Troup County Online Investigation Leads to Arrest of Local Man for Child Porn Distribution

TROUP COUNTY, GA — A lengthy investigation into the online distribution of illegal material has resulted in the arrest of a local man by the Troup County Sheriff’s Office Internet Crimes Against Children (ICAC) Unit. Carlos Bell was taken into custody on Friday, April 10, 2026, following a probe that began last year.

The case originated in 2025 after the National Center for Missing and Exploited Children (NCMEC) flagged the first of four “cyber tips” regarding the distribution of child sexual abuse material (CSAM).

Investigation and Social Media Discovery

The NCMEC tips were forwarded to the Georgia Bureau of Investigation (GBI) to establish jurisdiction before being assigned to Troup County ICAC investigators. As the probe progressed, authorities uncovered three additional tips tied to multiple locations within the county.

Key findings in the investigation included:

  • Digital Footprint: Evidence indicating Bell used the social media application Kik to distribute multiple files.
  • Undisclosed Material: During the search and forensic analysis, investigators discovered additional CSAM that had not been previously reported through the initial cyber tips.

Felony Charges Filed

Following the completion of the investigation, arrest warrants were obtained for Bell. He currently faces the following felony charges:

  • Sexual Exploitation of Children – Possession of Child Pornography
  • Sexual Exploitation of Children – Distribution of Child Pornography (Three Counts)

Bell was booked into the Troup County Jail.
