Two Women Arrested After Child Exploitation Alert in Carroll County, 6-Month-Old Infant Rescued

CARROLL COUNTY, GA — A rapid, multi-agency response on Monday, March 30, 2026, led to the rescue of a six-month-old infant and the arrest of two women following a high-priority investigation into the sexual exploitation of a child. The Carroll County Sheriff’s Office Criminal Investigations Division (CID) and the Aggressive Criminal Enforcement (ACE) Unit coordinated the operation within hours of receiving a tip from the National Center for Missing and Exploited Children (NCMEC).

The investigation began when NCMEC flagged a “high priority” report originating from the messaging app Kik. Investigators noted the extreme nature and recency of the content, which allowed them to quickly identify the infant victim, confirm the child’s location, and secure a search warrant for a local residence.

Arrests and Charges

During the execution of the search warrant, authorities made contact with 20-year-old Rachel Bloom. According to investigators, Bloom admitted to her involvement in the exploitation of the infant and the distribution of illicit material. She has been charged with:

  • Sexual Exploitation of Children
  • Child Molestation
  • Aggravated Sexual Battery
  • Cruelty to Children

While processing the scene, members of the ACE Unit also discovered marijuana in plain view and within reach of the child. Consequently, the child’s grandmother, Casey Bloom, was arrested on drug-related charges.

Interagency Coordination

The rescue of the infant was made possible by the ACE Unit, a specialized collaborative team featuring investigators from the Carroll County Sheriff’s Office, Carrollton Police Department, and the University of West Georgia Police Department.

“This case highlights the critical importance of swift investigative action and interagency collaboration in protecting vulnerable children,” the Sheriff’s Office stated. Officials specifically commended Investigator Courtney Short and the CID team for their urgency in removing the child from the dangerous environment.

The infant was safely removed from the home and placed into protective care, preventing any further harm. Both suspects were transported to the Carroll County Jail.
