Six Indicted in Fulton County Over Alleged 0,000 COVID Rental Assistance Fraud Scheme

FULTON COUNTY, Georgia – Xix people, including a former Georgia Department of Community Affairs employee, have been indicted in Fulton County in connection with an alleged scheme to defraud a federal COVID-19 rental assistance program of nearly $230,000, Attorney General Chris Carr announced.

Prosecutors allege the defendants targeted the Department of Community Affairs Emergency Rental Assistance Program, which was created to provide relief to individuals, families and landlords financially impacted by the COVID-19 pandemic.

Among those indicted is Porsha Robinson, 37, of Jonesboro, who worked for DCA from 2021 to 2022. Authorities allege Robinson submitted and approved nine fraudulent emergency rental assistance applications and diverted the funds into bank accounts she owned and controlled.

According to the indictment, five of the applications were submitted in the names of Robinson’s co-defendants, who are alleged to have provided her with substantial kickbacks. The remaining applications were allegedly submitted in the names of other citizens.

On January 30, 2026, the Attorney General’s White Collar and Cyber Crime Unit presented evidence to a Fulton County grand jury, which returned indictments against all six defendants.

Robinson is charged with one count of Identity Fraud and nine counts of False Statements and Writings.

The co-defendants each face one count of False Statements and Writings:

  • Daveon Williams, 28, of Atlanta
  • Sean Wimbush, 32, of Atlanta
  • Dashon Holloman, 31, of Dallas
  • Miranda Payne, 36, of Atlanta
  • Davier Ladmirault, 26, of Atlanta

The case remains pending in Fulton County Superior Court.
