Five Arrested in Ongoing Stephens County Burglary Investigation

STEPHENS COUNTY, Ga. — The Stephens County Sheriff’s Office Criminal Investigations Division has arrested five individuals in connection with a burglary investigation that began late last year.

On December 31, 2025, investigators responded to a residence on Highway 123 after homeowners reported a burglary. Deputies discovered security cameras had been disconnected and observed damage to an exterior door believed to be the point of entry. The homeowners reported several items stolen, including trailers, trail cameras, and a vehicle.

By January 5, 2026, investigators developed evidence that stolen property was being sold to a local scrap metal business. The investigation ultimately linked multiple individuals to several burglaries at the residence.

Arrest warrants were first issued for Billy Peeples, 33, of Toccoa, who was allegedly seen selling stolen items. The Habersham County Sheriff’s Office arrested Peeples on January 7 on Stephens County charges of Burglary, Theft by Receiving Stolen Property, and a probation violation tied to a 2024 burglary. He remains in the Stephens County Jail without bond.

On January 9, the SCSO Crime Suppression Unit executed multiple search warrants in Toccoa. During searches at a shop on West Franklin Street and a residence on Busha Street, investigators recovered evidence allegedly tied to the stolen property.

Warrants were issued for Jeffery Bohannon, 54; Devin Walker, 35; Billie Walker, 41; and Chester Allan Manns, 51, all of Toccoa.

Billie and Devin Walker were arrested January 12. Billie Walker was charged with Burglary and two counts of Felony Theft by Receiving Stolen Property. She was later released on a $30,000 bond. Devin Walker was charged with Burglary and Theft by Receiving Stolen Property and remains jailed on a $25,000 bond.

After Most Wanted posters were shared on social media January 20, Manns turned himself in within hours. He was charged with Burglary and later received a probation violation. He remains in jail on a $20,000 bond.

On January 29, deputies conducted a traffic stop on East Tugalo Street near Prather Bridge Road and arrested Bohannon on a charge of Felony Theft by Receiving Stolen Property. He remains jailed on a $10,000 bond.
