City of Douglas Code Enforcement Officer Arrested for Illegal Surveillance and False Statements

The Georgia Bureau of Investigation (GBI) has arrested and charged Roger (Rodger) Goddard, aged 50, of Douglas, Georgia, with Surveillance Which Invades the Privacy of Another and False Statements.

The arrest follows an investigation initiated by the Coffee County Board of Education Police Department in February 2024, prompted by a report of Goddard and another individual placing a tracking device on a teacher’s car on school premises.

Goddard, employed as the Code Enforcement Officer for the City of Douglas and holding a Georgia POST-certified law enforcement officer status, was taken into custody by GBI agents at the Douglas City Hall on May 16, 2024, without any altercation. He has been subsequently booked into the Coffee County Jail.

This investigation is active and ongoing. Once the investigation is complete, the case file will be given to the Waycross Judicial Circuit District Attorney’s Office for review and prosecution.
