Stone Mountain Resident Arrested for Aiding Human Trafficker
Crystal Carter, a 44-year-old resident of Stone Mountain, has been arrested and charged with Hindering the Apprehension of a Criminal. This charge is linked to Terry Florence, 33, from Conyers, who has been indicted for human trafficking in DeKalb County. Florence is alleged to have trafficked one minor and two adult females.
According to Attorney General Chris Carr, Carter is accused of actively assisting Florence in evading arrest by harboring him in her apartment and providing transportation while law enforcement was searching for him. Carr emphasized the importance of holding individuals accountable for aiding alleged traffickers, as it delays justice for the victims.
An arrest warrant for Carter was signed by a DeKalb County Magistrate Court Judge on March 6, 2024. Carter was taken into custody on March 26, 2024, in Newton County with the assistance of the Newton County Sheriff’s Office.
Terry Florence was initially indicted in June 2021 on three counts of Trafficking of Persons for Sexual Servitude, involving one minor and one adult female. The minor victim was recovered during Operation Not Forgotten, a rescue effort for endangered missing children in August 2020. Following continued investigation by Carr’s Human Trafficking Prosecution Unit, a superseding indictment was obtained in July 2023, charging Florence with additional counts related to trafficking and sexual exploitation.
Since then, the Attorney General’s Human Trafficking Prosecution Unit has indicted a total of 13 individuals in connection with the trafficking of the initial underage victim. Ten of these individuals have already been convicted.
